The function
Provide professional advice and services to the daily activities of a Finance Unit in order to resolve complex finance issues, develop, recommend and implement changes to Finance policies and to successfully prepare financial forecasts, reports and other analyses ultimately aiming for providing the best possible business environment for the organisation and its affiliates.
Key Responsibilities
- Prepare budgets, forecasts and variance reports for the business including Management Reports
- Prepare Board presentations for the Finance Coordinator
- Coordinate the End of Month Financial processes and financial statements
- Review detailed procedures and guidelines, these include conducting review of company finance and accounting guidelines and office manual
- Enforce procedure compliance throughout the organisation and coordinate internal and external audits on behalf of the Finance Unit
- Advise the Finance Supervisor on complex finance issues
- Support the Governance, Risk and Compliance throughout the organisation.
Functional Specific Responsibilities
Finance Operations
- Provide periodical (mostly weekly and monthly) management reporting on the activities of Finance Operations including its Key Performance Indicators (KPls) and Work Load Indicators
- Monitor and reconcile vendor accounts and correspond with vendors on missing records and discrepancies
- Act as a liaison between suppliers and internal divisions on cost control problems and infractions of contract
- Coordinate with Treasury to ensure streamlining of processes in the area of cash forecasts
- Gather and provide information to ensure procedures are kept up to date
- Assist with coordination of internal audits on behalf of Finance Division
Business Control
- Develop and continuously improve governance framework for the organisation and its subsidiaries.
- Development and continuously improve policy management framework.
- Maintain and support of Enterprise Risk Management framework. Together with the Management team facilitate annual risk evaluation process,
- Monitor the implementation of risk treatments. Maintain and report on the risk register.
- Maintain ,continuously improve and monitor the audit follow up process and related reporting
- Coordinate the audit follow up process, advise Divisions on implementation of audit recommendations
- Maintain and continuously improve financial planning and budget performance processes including system optimization and reporting
- Perform controls on budget performance compliance and support month-end closing process
- Act as an advisor on financial planning and budget performance matters
- Prepare in-depth analysis, cost models and calculations
- Support development of Service Level Agreements and Service Authorizations, and coordinate functional reviews
- Manage customer accounts and monitor service provision (incl. cost control and reporting)
- Provide advisory to the external and affiliated customers and stakeholders regarding service provision
- Perform financial assessments of vendors, issue and improve vendor assessment reports, processes and
procedures and manage records and prepare relevant reports. - Advise on use of risk mitigating tools such as performance, bank, parent company guarantees
- Develop and continuously improve of policies and procedures related to contract review and cost compliance controls
- Perform contract review and cost compliance activities
- Provide advice and analytics on cost management and cost compliance related matters
- Review and maintain the Authorized Expenditure Limits on contracts
- Develop and continuously improve the insurance management process
- Analyze organizational risks exposure for possible extension of insurance coverage
- Develop and continuously improve of WKR process.
- Develop and continuously improve the internal control framework
- Perform testing and monitoring of controls
- Report control weaknesses and deficiencies, advise on controls design improvement

- Periodically with Public Accountants
- Periodically with affiliate company personnel regarding financial matters of mutual concern
- Periodically with service organizations, vendors, banks and Finance Business Lines regarding finance issues
Internal
- Daily with other Finance personnel at all levels regarding financial data and procedures
- Frequently with Contracting Unit on matters related to proponents to contracts
- Frequently with all levels of professional personnel within the organisation, to improve finance operations and to exchange value added advisory services
- Occasionally with President & CEO
The requirements
Requirements
- Bachelor (/Master) degree in Accounting, Finance, Business Administration, Economics or related field
- Must be able to communicate and comprehend accurately in English
- Minimum of 5 years of considerable work experience within Finance
